I have spoken to Windows and Xbox tech support to no avail. I've never seen a wholesale breakage of compatibility before outside of the main Operating System. I suggest everyone gets on the phone with Microsoft and attempt to escalate this issue. Most games that were designed around Microsoft's DRM scheme will not open at all. These games are still being sold on Steam. Microsoft respects backwards compatibility and this needs to be addressed right away.
It's pretty telling when people like EA are packaging DosBox, a completely unofficial emulator with official digital purchases of older games like SimCity though technically it was a feebie as part of the Orgin free games thing but I digress.
